Abstract: 

EACH YEAR THOUSANDS OF PEOPLE LOSE THEIR LIFE CAUSE OF NATURAL DISASTER SUCH AS EARTQUAKE, FLOOD AND STORM AND THESE DISASTERS CREATE SPIRITUAL AND MATERIAL COSTS FOR AFFECTED AREA. SO REPLICATION IN THIS SITUATION BASE OF ORGANIZED PROGRAMING IS VITAL AND IMPORTANT. IN THIS PAPER HOW TO USE MATHEMATICAL MODELING AND ROBUST APPROACH IN DISASTER MANAGEMENT WILL BE PRESENTED. FURTHERMORE, THE PROBLEMS WHICH ARE CAUSED BY CRISIS AND MIGHT INTERRUPT THE SERVICES IN THE REAL WORLD WILL BE ASSESSED IN THE FORM OF SCENARIOS. THE SCENARIOS WERE DESIGNED USING MONTE CARLO SIMULATION AND WERE SELECTED BASED ON IT. WHIT RESPECT TO NON-DETERMINESTIC NATURE OF THE SCENARIOS, P-ROBUST MODEL HAS BEEN USED. THE PURPOSE IS TO DETERMINE THE LOCATIONS OF WAREHOUSES WITH REGARD TO COVERAGE OF EACH WAREHOUSE WHICH IS BASED ON VEHICLES ON THAT WAREHOUSE. INDEED, THE AVERAGE SPEED IS KEPT AT MIND FOR EACH VEHICLE AND THE COVERAGE RADIUS OF REACHING TO THE DEMAND POINT IS INVESTIGATED. MODEL SEEKS MINIMAL COSTS WITH CONSIDERATION OF FIX COST OF WAREHOUSE LOCATION AND TRANSPORTATION AND SHORTAGE COST. BY SOLVING THIS MODEL CONCLUSIONS EXPRESS THE LOCATION PROBLEM IMPORTANCE AND THOSE WILL BE PRESENTED IN NUMERIAL EXAMPLE.

Abstract: 

The humanitarian RELIEF supply chain and rescue in disasters is critical crisis management to save lives, take injured bodies to emergency facilities, remove homeless people and their belongings from destroyed areas supply necessities of people in calamities. The purpose of this research is to present a model to identify associations between LOGISTIC components of RELIEF and rescue in crisis upon happening a likely earthquake in Tehran. Initially upon the literature review and evaluation of theoretical foundations, we identified the dimensions and LOGISTIC parameters of RELIEF rescue following the opinion of experts and adopting fuzzy screening method. The statistical population consisted of twenty RELIEF rescue LOGISTICs experts and professors predominant in these topics. Fuzzy pairwise comparison questionnaires were distributed among experts once dimensions and LOGISTIC parameters of RELIEF and rescue were identified. The face validity and reliability of questionnaire were evaluated and confirmed respectively by opinion of experts and use of Gogoous-Boucher method. Dimensional investigation by analysis of fuzzy decision making trial and evaluation laboratory revealed that water and food supply, and providing medical services have greatest influence, whilst removing and sheltering homeless people Incident comes with the highest susceptibility. In the study of indicators, strengthening of residential, office, educational and medical buildings, emergency housing, provision of quality drinking water and the use of modern LOGISTICs and RELIEF technologies (rescue set; robots; dogs Rescue. . . ), the most effective and resilience of power plants, refineries, power transmission lines, oil, gas and sewage arteries, search and rescue of the missing, providing quality food and arrival RELIEF aid is most effective in the shortest possible time. The results can give a full mentality of crisis management to understand the LOGISTIC components of RELIEF and rescue.

Abstract: 

Resistive economy requires minor and major policy makings based on optimum use of native and local capacities without putting pressure on people. Also Crisis management is not an exception; because it accompanies with the turmoil of social and economic situation and is necessary to rely on native and local capacities to recover from crisis to before crisis stasis situation as soon as possible. In spite of the numerous threats in the area of natural disasters and Iran's exposure to the 10 most blazing countries in the world، there is no model for RELIEF LOGISTICs reversing the normal conditions of an earthquake، especially based on the conditions of the resistance economy. To this end، the focus on the key factors of success in increasing the efficiency and effectiveness of crisis management and prioritizing them in order to optimize the allocation of resources is of particular importance. In order to achieve this goal، based on resilient economy policies and based on decision makers and decision makers، system dynamics in the field of system analysis has been used to provide a model for returning to the post-earthquake stability period in order to empower people. And the reversibility of indigenous and local capacities is pursued. The results of this research showed that in the event of an earthquake with an intensity of 8 mercurial in Ardebil If the rescue LOGISTICs management has a coherent and scientific system، it can reduce losses and costs of earthquake and help to manage crisis successfully by utilizing the existing facilities of region and with a little aid from adjuvant provinces and other townships of province.

Abstract: 

Large-scale natural disasters have occurred many times and led to social, economic and environmental consequences. In other words, natural disasters are a serious threat to sustainable development. Recently, sustainable modeling of disaster RELIEF LOGISTICs has increasingly attracted attention. It is vital to take the economic, social, and environmental aspects into account in the disaster RELIEF LOGISTIC problem to reduce the harmful effects of a disaster. The present study aims to develop a multi-objective mathematical programming model for designing a sustainable distribution network of emergency goods in disaster RELIEF LOGISTICs. The key feature of this formulation being the fact that it explicitly considers the economic, social (deprivation cost) and environmental aspects of sustainability in the objective function. Considering the inherent uncertainty in this issue a robust fuzzy optimization approach is utilized to deal with the uncertainty. Further, multi-choice goal programming is used to solve the multi-objective model. Finally, a case study was conducted on Sari city, Mazandaran Province, to verify the model performance. In this investigation, the optimal number and location of distribution centers are determined such that the economic, social costs and the environmental pollution level are minimized, and each distribution center provides services concerning its particular capacity to a set of demand points with different types of commodities. Using the proposed model, decision-makers and managers are able to make strategic and tactical decisions with the least cost and time, and in RELIEF planning can enhance the structure of distribution networks and inventory and reduce victims’,dissatisfaction.

Abstract: 

آسیب پذیری طبیعی آبخوان را می توان امکان رسیدن آلاینده به آب زیرزمینی و انتشار در آن پس از آلوده شدن سطح زمین تعریف کرد. این ویژگی، خصوصیتی نسبی، بدون بعد و غیر قابل اندازه گیری بوده و نه ففط به ویژگی های آبخوان بلکه به خصوصیات زمین شناسی و هیدرولوژی منطقه نیز بستگی دارد. در زمینه بررسی آسیب پذیری آب زیرزمینی روشهای مختلفی ابداع شده اند که در این میان، روش شاخص و بویژه DRASTIC به دلیل سهولت اجرا جزء پراستفاده ترین روشها هستند. در روش DRASTIC هر مشخصه ای را که به طور بالقوه بر احتمال آلودگی تاثیرگذار باشد در یک مقیاس طبقه بندی کرده و پس از اعمال ضرایب مشخصه ها، نمره ای جهت ارزیابی آسیب پذیری ارائه می کند. نکته قابل توجه در این روش سلیقه ای بودن رتبه بندی و وزن دهی مشخصه هاست و می تواند سبب کاهش کیفیت نتایج شود. برای بهبود و اصلاح مدل DRASTIC پیشنهادهای زیادی را محققان ارائه داده اند. اکثر این محققان حذف مشخصه های کم اهمیت و یا اضافه کردن مشخصه های موثر، اصلاح ضرایب مدل و رتبه بندی مشخصه ها را پیشنهاد کرده اند.این تحقیق به منظور برطرف کردن ایرادهای ذکر شده و انتخاب مدل مناسب برای ارزیابی آسیب پذیری آبخوان به بررسی و مقایسه سه روش ترکیبی رگرسیون لجستیک، DRASTIC اصلاح شده و AHP-DRASTIC پرداخته و پس از جمع آوری مشخصه های ورودی، آسیب پذیری بر اساس مدل های مذکور محاسبه شد. در پایان به منظور انتخاب مدل مناسب از محاسبه ضریب همبستگی اسپیرمن بین غلظت نیترات و کلاس های آسیب پذیری استفاده شد. نتایج مبین دقت بالای روش AHP-DRASTIC نسبت به روشهای ترکیبی مطالعه شده در این تحقیق بود.

Abstract: 

According to Maslow's hierarchy of needs pyramid, the need for health, water, food and other critical needs introduced has individual aspects. Also since man is a social person, the need for security is one of the basic human needs that deserve consideration in all disaster management planning. Thus, in this paper, hospitals as an institution providing medical services, food warehouses for meeting critical needs and police centers for securing the area in disaster have been considered. The backup warehouses considered to improve the reliability in disaster management in the model. The Mentioned problem has been modeled as non-linear and two-objective for which first linearization and then the epsilon constraint method is used. Also, a case study on the earthquake disaster in 1st district of Tehran has been studied by using the lagrangian relaxation method, which the results show that the optimal location of the facility and consideration of appropriate transfer points can be a help to decision makers in the area of disaster management and increasing services in time of disaster.

Abstract: 

Context and Goal: In recent years, crisis management has been proposed as an appropriate approach to planning and encounter with disaster crisis. In this regard, RELIEF LOGISTICs as an important component of crisis management plays a critical role in the achievement of crisis management. The present research has proposed a new mathematical model for location of distribution and RELIEF centers as well as vehicles routing in order to providing required goods for disabled people at the time of disasters with focusing on the RELIEF LOGISTICs. The goal of this proposed model is to minimize the cost of choosing distribution centers and routing of needy points for RELIEF with considering risk constraint. Method: This research is a practical study and applied in a descriptiveanalytical manner that is considered to proposing location model and minimizing the cost of choosing distribution centers and routing of needy points for RELIEF with considering risk constraint. Given that this problem is NP-Hard, the proposed algorithm is derived from the combination of particle swarm algorithm and risk equation for location – RELIEF LOGISTIC routing in earthquake situations under fuzzy environment. The proposed method is implemented on the earthquake data of Tehran that are provided based on the library method and data sheets of the earthquake database extracted from the database of the Iran seismological center. Findings and Conclusion: The proposed method on earthquake data in Tehran showed that with using the proposed algorithm, it is possible to locating of RELIEF centers from candidate locations and routing the selected centers with the lowest cost. Therefore, the RELIEF stations that selected as the best choice in earthquake conditions from among the 15 potential stations in Tehran were: West Town, Jamshidieh Bustan, Sorkheh Hesar, Azadi, Artificial Beach, and Hakimiyeh. Also, in order to evaluate the performance of the proposed algorithm the proposed algorithm is compared with five algorithms (forest algorithm, firefly algorithm, particle swarm algorithm based on electrostatic power, particle swarm algorithm based on distance and particle swarm algorithm based on classifying and local search) in seven criteria. The results represented a very good performance of the proposed algorithm.

Abstract: 

Crises are the inevitable realities of human life; which is an accident that occurs naturally or suddenly or increasingly by human and to address it, there is a need for urgent and fundamental measures. When the crisis occurs, pre-determined storage locations will play an important role in RELIEF; therefore, the selection of suitable places for warehouses is one of our main goals in this research. In this research, a bi-objective linear programing model with integer variables is developed. The proposed model attempt to minimize total cost along with maximizing the minimum weight of open shelter areas while deciding on the location of shelter areas, the assigned population points to each open shelter area and controls the utilization of open shelter areas. In order to solve proposed model, some of well-known multi-objective, exact methods includes a weighted sum method, LP-metric method, and goal programing approach are employed. Finally, the best open shelter areas with considering the minimum cost is obtained, which these results can be useful for crisis organizations.
